Failed unlock error 24

My Bell MC998 failed to unlock, I had found a similar thread from last year, same device, different error,

Try to restart and do unlock again.
Also, be sure modem connection software is closed.
Also, disconenct all other modems or phones.

I had put the SIM card in another device, the error must also be caused with a missing SIM card. BTW, the unlocking went fine!
