error 21 while unlocking wp-s1

I am trying to unlock my Amoi Wp-S1 skype phone. When I attempted to
unlock it, I got the following "error code 21" message. Now when I try
doing unlock again, it says "Unlock aborted - already unlocked !".
What should I do?

Is there sim card inserted at unlock time? If yes, then try unlocking with no sim inserted. If receive same message, then your phone was unlocked by first attempt.
