Virtual VISA card payment rejected

I am trying to pay using a virtual VISA card from https://www.3v.ie/

The card is issued in the Republic of Ireland. I get the following error when I try to pay by Visa.

I do not have problems using the card elsewhere. When it says payment is restricted for Great Britain, does that include Rep. of Ireland?
